During the COVID-19 lockdowns, street vendors (thelewale, sabzi wale, fruit sellers, fast-food stall owners) suffered immense financial losses. To help them resume their livelihoods, the Ministry of Housing and Urban Affairs launched the PM Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi - पीएम स्वनिधि) scheme in 2020.

Regional Rural Banks (क्षेत्रीय ग्रामीण बैंक - RRBs) play a critical role in executing this scheme in semi-urban and tier-2/tier-3 rural towns. The scheme provides affordable working capital loans to street vendors without asking for any collateral.


The 3 Tiers of SVANidhi Loans

The scheme is designed to reward good repayment behavior. It offers loans in three escalating steps:

  1. First Tranche (प्रथम चरण): A collateral-free working capital loan up to ₹10,000 with a 1-year repayment period.
  2. Second Tranche (द्वितीय चरण): If the vendor repays the ₹10,000 loan on time, they become eligible for a second loan up to ₹20,000.
  3. Third Tranche (तृतीय चरण): After timely repayment of the second loan, the vendor can avail a third loan up to ₹50,000.

This stepped approach helps vendors slowly build a formal credit history and escape the grip of local moneylenders who charge exorbitant daily interest rates.


Interest Subsidy and Digital Cashbacks

The SVANidhi scheme makes borrowing incredibly cheap through two mechanisms:

1. 7% Interest Subsidy (7% ब्याज सब्सिडी)

Vendors who make regular and timely EMI payments receive an interest subsidy of 7% per annum. This subsidy is credited directly into their bank account on a quarterly basis.

2. Digital Payment Cashback (डिजिटल भुगतान कैशबैक)

To encourage digital transactions, vendors who accept payments via UPI (like PhonePe, GPay, Paytm) are rewarded with a cashback of up to ₹100 per month (or ₹1,200 per year). For a ₹10,000 loan, this cashback alone can cover almost the entire interest cost.


How to Apply for PM SVANidhi at a Gramin Bank

The application process is highly digitized:

  1. Certificate of Vending (CoV): The vendor must be identified in a survey by the Urban Local Body (ULB / Nagar Palika) and hold a Certificate of Vending or an Identity Card.
  2. Online Application: Apply online through the official PM SVANidhi portal (pmsvanidhi.mohua.gov.in) or the SVANidhi mobile app.
  3. Select Bank: While applying, select your preferred Gramin Bank branch where you want the loan processed.
  4. Documents: Aadhaar Card (linked to a mobile number is mandatory) and Voter ID.
  5. Processing: The bank will process the online application, call you for simple documentation, and disburse the amount directly to your savings account.

Originally, the scheme was for urban street vendors. However, vendors from surrounding rural/peri-urban areas who come to vending zones within the geographical limits of the Urban Local Bodies (Nagar Palika/Nagar Nigam) are eligible if they obtain a Letter of Recommendation (LoR) from the ULB.

Q3. Do I have to pay any penalty if I repay the loan early?

No. There is no pre-payment penalty. You can clear the loan before the 1-year tenure ends without any extra charges. In fact, early repayment makes you instantly eligible for the next higher loan amount (₹20,000).

Q4. How do I claim the UPI cashback?

The Gramin Bank will onboard you on the UPI platform and provide you with a UPI QR code. The cashback is calculated automatically based on the number of digital transactions you receive from customers each month (minimum 50 transactions required for ₹50 cashback, up to 200 for ₹100).
