Introduction: The Power of Collective Finance

For decades, formal banking struggled to reach the poorest rural women because they lacked collateral, credit history, and stable incomes. The solution was the SHG-Bank Linkage Programme (स्वयं सहायता समूह-बैंक लिंकेज कार्यक्रम), pioneered by NABARD in 1992.

Today, Regional Rural Banks (क्षेत्रीय ग्रामीण बैंक) are the primary drivers of this movement. By organizing women into Self-Help Groups (SHGs - स्वयं सहायता समूह), Gramin Banks provide massive amounts of credit without requiring any physical collateral, transforming rural microfinance.

What is an SHG?

SHG क्या है?

A Self-Help Group (SHG) is an informal association of 10 to 20 people (usually women) from similar socio-economic backgrounds in a village. The core principle is "saving first, credit later."

How to get a Bank Loan for an SHG

Gramin Banks do not lend to newly formed SHGs immediately. The group must prove its financial discipline over a 6-month period.

Step 1: Open a Savings Account

Once formed, the SHG passes a resolution and opens a basic savings account in the local Gramin Bank in the name of the group. The account is operated jointly by three authorized members (President, Secretary, Treasurer).

Step 2: Micro-credit / Internal Lending

For the next 6 months, the group must hold regular meetings, collect savings, and lend internally to members. The bank manager observes this discipline (often called the Panchsutra: regular meetings, regular savings, regular internal lending, regular repayment, and regular bookkeeping).

Step 3: Bank Grading and Linkage

After 6 months, the bank evaluates (grades) the SHG. If the group passes, the bank sanctions a credit limit. The loan is given to the group, not individual members. The group then decides which members get the funds.

Loan Amounts (The NRLM Scheme)

Most SHG loans are processed under the Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM - राष्ट्रीय ग्रामीण आजीविका मिशन). The loans are disbursed in doses:

The bank provides this as a Cash Credit limit or Term Loan without asking for any collateral security (no land, no gold).

Frequently Asked Questions (FAQs)

Q1. What is the interest rate on SHG loans?

Under the NRLM scheme, banks charge a concessional interest rate (usually 7% for loans up to ₹3 lakh). Furthermore, if the SHG repays the loan promptly on time, the government provides an interest subvention (subsidy), effectively bringing the interest rate down to almost 0% to 4% depending on the state policies (like Vaddi Leni Runalu in AP/Telangana).

Q2. Is collateral required for an SHG loan?

No. Under RBI guidelines, banks cannot ask for any collateral security or margin money for SHG loans up to ₹10 Lakh (recently increased to ₹20 Lakh). The social pressure and mutual trust within the group act as the guarantee.

Q3. Can men form an SHG?

Yes, men can form SHGs. However, the NRLM scheme and most government subsidies heavily prioritize and promote exclusively women's SHGs, as they have historically shown much better repayment discipline and utilization of funds for family welfare.

Q4. What happens if one member defaults?

The loan is sanctioned to the group. If one member fails to repay her share to the group, the group as a whole is still responsible for repaying the bank. This is why groups must select reliable members and exert peer pressure to ensure repayment.

Q5. How can an SHG utilize the loan?

Members use the funds for income-generating activities (like buying sewing machines, setting up a small kirana shop, dairy, poultry, agarbatti making, etc.) or for consumption needs (education, medical emergencies, housing repairs).
